Californias Water Bank Tapped to Fight Drought

The Obama administration approved the transfer of large amounts of federally-controlled water to a California water bank set up to help blunt the impact of a prolonged drought.

But the move likely will come too late to help many farmers in California's Central Valley who have been forced to leave tens of thousands of acres of farmland fallow as the drought stretches into a third year.
