California Gov. Arnold Schwarzenegger and legislative leaders were trying to work out a water deal Sunday as a midnight deadline neared for the governor to act on more than 700 bills.
The governor signed or vetoed about 200 measures by mid-afternoon, but his decisions on most of the rest "will be affected by how the water talks go," spokesman Aaron McLear said.
Schwarzenegger (R) had delayed acting on 703 bills from this summer's legislative session to pressure lawmakers to improve the state's deteriorating and inadequate water system. He decided to start releasing bills because negotiations were progressing as the deadline neared, spokesman Mike Naple said.
